from the Tempest description, it says:
Bonus Feats: At level 3, the Tempest is granted Greater Two-Weapon Fighting.
Does this apply regardless of the characters dexterity score? And if the character lacks "improved 2 weapon fighting" which is normally a prerequisite?

Improved Two-Weapon Fighting (normal version or the Ranger version) is required to take any levels in the class.
At level 3 you are granted the greater-two weapon fighting feat regardless of your dexterity just like a Ranger.
